Not using a repeater on a powered rail just means it's the same push-power as it's always been. 3 ticks make it more powerful than normal (in the sense that it pushes the minecart faster) and 4 ticks make it the most powerful. It can for example be so that 2 ticks is the normal power, if you change it to 1 tick the power becomes less powerful. So my suggestion is to make it so that repeaters can change the power of powered rails by changing the tick on the repeater when it is powering the rail. This is because the Essentials /give command overrides Minecrafts built-in command. I liked the idea of this however I also understand changing this might mess up a lot of minecart-related farms that have already been built.
